Building Climate Resilience in Laos’ Water Systems

In September 2024, northern Laos was devastated by Typhoon Yagi, causing severe flooding across Luang Namtha province. Heavy rainfall damaged infrastructure in 35 villages, submerging homes, roads, and vital facilities. This extreme weather event severely disrupted the region's critical water systems, highlighting the increasing effects of climate change in Laos. In response, World Waternet, in collaboration with Nam Papa Luang Namtha and the Department of Water Supply, took swift action to restore essential services.

A Decade of Partnership for Stronger Water Services

Since 2017, World Waternet has partnered with Nam Papa Luang Namtha through the Water Operators’ Partnership, working to strengthen water services and improve access to clean drinking water. At the time of the disaster, a World Waternet team was already on-site for a non-revenue water project. When the floods hit, the team quickly shifted focus, joining forces with Nam Papa to address the crisis.

Immediate Response to the Crisis

The first priority was to restore water services to affected communities. Crisis planning efforts were rapidly implemented, focusing on clearing the water intake and cleaning and restoring the water laboratory. The dedicated staff of Nam Papa and the World Waternet team worked around the clock to get the water supply back online. While this quick response was critical, the flooding underscored a broader challenge—the need to build resilience against future climate-related events.

Strengthening Water Infrastructure for the Future

In collaboration with the Department of Water Supply, World Waternet and Nam Papa are working on reinforcing the region’s water infrastructure. Supported by the Dutch Water Authorities, a climate risk assessment was conducted in northern Laos. The findings led to two pilot projects, currently underway, focusing on both structural improvements and nature-based solutions. These projects aim to protect vital water infrastructure from climate-related hazards such as floods and landslides. As similar climate challenges arise across Lao PDR, this approach can be scaled and applied to other regions.

Laying the Foundation for a Climate-Resilient Water System

By addressing both immediate recovery needs and long-term resilience, the partnership between World Waternet, Nam Papa Luang Namtha, and the Department of Water Supply is building the foundation for a sustainable and climate-resilient water supply system.

Together, we are creating a water system that not only meets today’s demands but is also prepared for the challenges of tomorrow.
